I have seen this problem too.

I found that one eye would respond if i shone a light into it and spin the head
clockwise. The othere eye didn't react to light at all.......BUT.....the
opposite was true if i covered the light responsive eye and made it dark. When i
did this it didn't do anything but if i covered the non light responsive eye and
made it dark the head would spin in an anti-clockwise direction.

In the end i did two things at once to fix it.

1) i put a 0.22uF cap beteen the +Vcc and Ground pins on the chip. (you might
have heard about this before and thought....Naaarrr....i have a stable power
supply, i dont need to do that....well thats what i thought until my PSH didn't
work, but then i did it and Varrooom!).

2) Checked my wiring again against my circuit wiring diagram and found a
misplaced wire.

Try both. You can never be 100% sure that your wiring is in the right
place....unless you have only used one wire that is.
