That explains it. I was wondering why the epoxy should show such a low
resistivity. You may have measured the resistance between two points 3
mm apart but I suspect depending on the even/uneven-ness of mixing, this
reading could differ at various portions of the mix. This epoxy will
provide resistive links between all components and the overall effect
will be unpredictable. I will advise against using it for potting the
circuitry.

Get some ordinary two part epoxy & use that for potting. If you don't
like the translucent look that it might have, add some filler material
(dry, colored powder of some non conductive material) to the epoxy.
Actually for professional potting compounds (epoxy, polyester, etc) they
sell special coloring additives so that you can have potted modules
color coded.
