While we're on the subject, I was wondering if it is possible to create a
simple inverter from passive components only, that is:

1 0
0 1
I have one stage of my circuit asserting a high to an enable on the next
stage that wants to see a low instead. I know I can do it with a transistor
and a couple resistors. I suspect it is impossible with passive components.

I don't agree. I've gotten along fine without it. Just use a resistor and
voltage measurement. In many cases this is superior, because you know the
size of the "test" resistor.
