Are you using the Namiki motors? Try hooking up a 1.5 volt battery up to it.
It should turn.

The LONG lead is "+" (positive), and the SHORT is "-" (negative). Just
working from memory from circuits I'VE seen, I'd hook up the LONG side to
the POT.
