I have a friend who once made one for a school project in grade 7. You can do it with a peice of that conducting foam that ICs some times come in. Put two wires in on top of the other a few millimetres away, and you have a variable resistor which changes as the wires come closer together. I'm pretty sure this is how he did it, and I know it worked.

You could cover the bottom of the foot with the foam, and insert the wires where you need the sensors.
