Whether it makes a difference in any particular case depends on
accidental factors, but it is good practice to connect unused
cmos inputs to either Vcc or ground. You want to keep them out of the
linear region. Because they have an enormously high impedance
open inputs can just drift in there, for instance when they pick up
weak EM fields. And if someone touches them, they can be damaged by
static charges.
