Well, I can help you figure it out yourself ;)
Watts = Current * Volts

So assuming your motors draw at most 50 milliamps, and your solar cell
puts out 3.5 volts at most, the wattage is:
.050 * 3.5 = .175 = 7/40
1/16 is the same as 2/32, which is smaller than 7/40, so, no, 1/16 watt
resistors won't work :)
