To glue sheet aluminum is fairly easy, but you have to prepare the surfaces

before gluing.

Start by scratching up the surfaces to be joined with rough sandpaper or a
file.
this will cut through the oxide layer and also give the glue some texture
to hold
onto.

If your glue bonding joint need to take viberation as you describe, I
suggest that
you place a thin layer of rubber or other flexible material at the joint to
prevent
the bond from being worked loose.

You can see this sort of trick used in bonded metal-epoxy laminate aircraft
such
as the (excellent) Grumman AA-1 and AA-5 (Yankee and Tiger) aircraft.
