I'll bet you that it boils down to contamination on the surface. I've seen
epoxy do some pretty impressive stuff on aluminum, but if the surface is
dirty with (especially) oil, your bond will be lousy. Try cleaning it with
a solvent, or using a brillo-type abrasive pad to buff it clean.
