There are many solutions to distributing Tilden's clip without hassle. The best might be if someone (and I AM asking for a volunteer here - are YOU the one?) actually contacted TLC and got them to produce a .avi or .whatever of that clip from their master tape which would be crisp and clear and viewable frame-by-frame.
Really, arguing about copyright is silly. It is ever so much nicer just to ask permission and it often works!
