Most programs have an "auto snap" feature. Most ICs have a spacing of
.100 inch, and if your drawing (not paint) program features it, you can
usualy pull off lines of the propper size. they will "snap" to place.
zoom in and set the grid smaller and start placing circles with a white
filled center and black border. I have a nice Mac program that is
designed for PCB making (_Free_ware as well!!!). Any CAD program is
great, but if you know a drawing or multipurpose program well, then you
realy don't need anything else.
