Try this circuit. The pulse generator is only to make pulses for the two 'bicore' neurons, both of which operate in parallel with each other.

I have drawn diodes reverse-biased across the resistors to indicate photodiodes, but I don't know if they work like this. Anyway, the implementation is up to the builder. Basically you need a biasing resistance that changes with varying levels of light.

So when the pulse generator ouputs a high, both inverters go low, but the one that has a lower resistance in the input goes high first, which makes the motor spin around.

Then the other neuron goes high, and the motor stops.
