do you have enough current? I've had similar problems with a home-built
H-bridge using junkbox transistors. It'll drive small loads well, but
larger loads poorly if at all.
Are you using the 6-transistor H, or a Hitchcock-style 4?
6 transistor H, the one on BEAM Online. Does it matter?
