Normally speaking a load cell or strain gauge is used for measuring tension
but a suitable spring with moderate displacement connected to a linear
(slider) or rotary potentiometer can provide your tension to voltage signal.
There are many other solutions to this problem including piezo+charge amp,
light, frequency. Can you provide some more details (ie max tension)?
