I thought you could get replacement tires for those things. They do tend
to "change" over time. They shrink (the inside shrinks out, and the
outside shrinks in) and they become loose on the hub. They also harden.
You do need to replace them occasionaly I think.

Or you could try to make fenders to block the sun from the wheels! Hehe! (:
