Are you running the LEDs straight from the uCore? They simply don't have
the same jam that the bicores do. What's your power supply? Batteries, or
an wallwart adapter? Always remember to put bypass caps (at least 0.1uF,
prefer 10uF) across the Vcc and Gnd leads of the chip.

I think this problem is addressed in the FAQ, ain't it?
