No, these are *not* the full name specification, they are always
preceded by the prefix peculiar to the manufacturer. RCA prefixes "CD"
(or used to), Motorola prefixes "MC1", SGS-Thompson prefixes "HCF" or
"HCC", and there are others. So Mororola's version of these you mention
would be MC14041 and MC14019.

You can generally assume the chips to be generic, but there are tricks
where a similar-numbered chip from different manufacturer, whilst part
of the "4000" or "4500" series has a totally different function. One
that comes to mind is the MC14500 IIRC. This not infrequently tricks
the retailers too. *Mostly* however you will get what you expect if it
has the correct "tail" number and one of the standard prefixes.
