Mostly so, but the term emergent behavior is usually used to describe
complex behaviors that are much more interesting than the individual
elements
that control that behavior.
It sort of when all the little pieces come together into something much
greater than the sum of the parts.
So emegent behaviors are really a special sort of supprise, rather than
any simple glitch or anomaly.
