Not sure if it helps you, but a friend of mine produced small, 2 chip
boards for $5 each from them

Circuit design: http://www.circuitdesign.net/. They charge as follows: $25
for a 4.5x6.5" board, $35 for a 6x10, and $75 for a 12x12. $20 for tinning
up to two boards. $10 for the phototransparency for the smaller boards, $20
for the 12x12 phototransparency. Silk screen (up to four boards) $35.
Solder mask: $35 (up to four boards). $10 per 1000 holes, with the first
1000 free. $0.10 per cut (four included free).
