Philips has an infrared remote control decoder (part #: SAA3049). I've never
used it. Did a search on philip's website. Datasheet is at
http://www-us.semiconductors.philips.com/acrobat/datasheets/SAA3049A_2.pdf
You might be able to configure it to work as you described. I don't have time
to figure this out.
You can also open up a stereo (smaller than a TV) that has a remote control
and see what chip (part number, manufacturer) is used to decode the signals,
and do a search for it on the web.
