I'd say that much of your problems here stem primariilly from your power
supply, and how clean it is. Although I like to use 245's more often than H
bridges, they will still work. You do have to take a few precautions though.
Make sure you have a cap across the power supply, Preferabbly right across
the hc14 chip. This should smooth most of your problems out. Also though,
attache a small ceramic cap across the leads of your motors, if you don't
already have one on your H-bridge. (or even if you do). Also run the circuit
off of batteries instead of a power supply. That should help clean up things
a bit.
