I would check the voltage on the motor leads. Measure from the Zero volts
point of the battery to each lead. The voltage there should be switching
high and low.

If it is, then your legs are stuck.

If not, work your way backwards from there - checking the inputs to the
motor driver, until you find the missing swinging voltage.
