Sounds like a classic overpower-lockup. The 3733 is producing more than
enough power to keep the SE on, and there's enough power "trickling" thru
the motor to keep it in the "on" state. Try a lower value bias resistor (1k
perhaps) in the SE, or (GASP!) a 47 ohm resistor in series with the
solarcell to slow down the charge.
