I have had this problem with my dragonfly. Here's what could be happening:

Your solar cell produces just enough juice to keep the cap at just above
switch-off voltage. It looks like your SE switches off a bit too low: so
what you need to do is:

Put a resistor across the motor terminals (Messy, inefficient, but it works)

Put some tape over your solar panel (See above)

Or raise the switch-off voltage. This means figuring out how your circuit
works and changing it accordingly.
