I've had this behavior from some combinations of caps and motors. Its
not always as simple as just the internal resistiance of the caps.
I have one Symet that originally worked perfectly, then developed the
singing motor problem. The lightest touch could set it off, even another
bot bumping into it. Oddly this problem only happened under full
sunlight.
I notices that when it locked up in this way, the Symet foot was always
in one specific orientation. Being a walkman style motor, I was able to
get some tuner cleaner like spray into the motor and clean off the gold
wire brushes.
The problem has never returned.
