Note that static does not always or even usually cause `sudden
death'. Every time you touch the pins with a significant charge
difference, part of the protection diodes burns away. In the long
run, the component fails; long before that, you will have raised
its power consumption. Highly detrimental if you want to build
micropower devices.
While much depends on humidity, the stuff on the floor, your shoes
and so on, it is always unwise to take no precautions at all. And
no matter how thorough you are - grounded, desk and soldering iron,
antistatic mats, a ground strap on your wrist - it is best to avoid
touching the pins of your cmos devices as much as possible.
