I think it's fairly evident he connected the back-to-back LEDs to the
two outputs, just as you would do a motor, to indicate "motor"
direction.

That wasn't mentioned, but certainly is important. *One* series
resistor.

Not surprising since the part is virtually obsolete. The 4066 and in
particular, 74HC4066 is a higher-spec. version. But for a reverser,
74HC4052 or 74HC4053 devices make great reversing switches with a little
logic to spare.
