I realize the desire is to make an analog clock, but using an
8-pin PIC would be ideal for this, and very very accurate.
Hooked to a solar cell and a large cap it would work fine. The
PIC could be put in sleep mode in between the counts, and
consume only uA's. Especially if the duty cycle were low (ie,
sleeping for 15 minutes, wake up to do whatever at the
15/30/45/00 minute mark).

I would assume this circuit would use less power than even a
micropower 555.

Analog clocks are an interesting subject, one that is several
hundred (thousand?) years old. Pendulums still work wonders when
connected to mechanical devices.
